One thing. EMDs or any diesel loco does not have specific continuous ratings as such, but protection against overheating of traction motors is already present. For WDP4, max TE is ~270 kN or 27500 kgF. Secondly, in case of diesel locos, the power of the prime mover is the locomotive's maximum rated power but in case of electric locos, continuous HP output at wheels is considered.
If the power rating of a diesel loco is say, 4000 HP, the HP output at wheels would be ~3650 HP as components like compressors and other auxiliaries draw some amount of power from the main generator themselves. As a result, the HP utilized for traction is lower than the rated power.
