Some context would be helpful here in justifying this train's existence.
This is quite an old train, introduced back when the number of train services were very few. Starting form the 50's, when most of the route was a single line, with only a handful of trains running each day, this train was introduced by gradually merging individual passenger trains running between Bina-Katni, Katni-Jabalpur and Jabalpur-Itarsi. The Bina-Katni route barely had any express trains and even the ET-KTE route had only a handful of trains. For a long time this used to run as ET-KTE-BINA express (which, distance overhead-wise is more reasonable than ET-KTE-BPL with 231/599 km compared to 92/737 km). To remove the need for a separate BPL-BINA service, they just extended it to Bhopal.
Even now, I think this train does the job well for WCR. Instead of having 3-4 separate daily passenger trains (with an RSA between them), they are just using a single train to meet the requirements for several intermediate stations.
