As per CAG Flexi boost revenue but loss of passenger hence new flexi scheme launched..
I agree those humsafar which runs very slow must speedup and also many needs more stoppage like JAT-TPTY, JAT-NED humsafar which runs around 50-60% most of the time and sometimes with good occupancy
But needs stoppage and it will boost more
