It is a good thing to have an inaugural special, as it is an opportunity to advertise the train.
But the inauguration should not be so dependent on the politicians. In the past, inaugurations of many important trains were done by senior railway staff, like senior Loco Pilots and other staff. The Howrah Rajdhani, the first train of it's kind and easily the first premium , high speed train introduced after independence, was flagged off by the oldest points-man working at Howrah station.

more... encouraged now. That way, these senior staff will get the recognition they deserve, and it is also more satisfying to see the train being inaugurated by people who've actually worked all their life in the railways, than some random politician. As an added bonus, these people will also be more time conscious than the politicians, which ensures that passengers won't be troubled on the first run.
