It basically runs because the rake of Shram Shakti Express from Kanpur lies idle for the day and IR wants to make use of it. The end result is: a day time journey with no 2S coaches but stuffed with 3A Economy/3A/2A/1A. Whilst some such coaches are appreciated on a 466 km journey, stuffing the train purely with them is a bad idea. But IR can't help it because that train is an afterthought to the Shram Shakti Express. I mean, it doesn't even go to Kota Jn proper. The Jan Shatabdi to Kota is a more cost effective option and takes equal time more or less.
