Maharashtra,Karnataka, Kerala and Goa contributed 22%,15%, 6% and 6% respectively towards construction of Konkan Railway. With just 6% investment, more than 60% trains running in KR are from Kerala, with proper seat quotas in every train. Any way, any train from TN towards KR will be through Kerala.
How can Kerala with just 6% contribution dictate terms? If Maharashtra and Karnataka take such a stand, with their 22% & 15%, Kerala may not see any trains. You want everything, but not willing to share anything. Mindset should change.

Kerala invested as it is direct beneficiary in KR and to run the trains even though the single inch is not in its territory. But TN was not participated at that time. (No objection to TN - Just mentioned about the news came in paper. If more trains beneficial to everybody).

When trains from Kerala via KR run to Gujarat/ Rajasthan/ Delhi and other states, this question of investment in KR by those states is not raised. But when TN or Karnataka wants more trains in KR, suddenly some dissent voices from Kerala are heard.
Inspite of contributing 22% in KR, many Maharashtra towns are not at all connected with Konkan by rail. Even Pune does not have a daily train to Konkan region -- Sawantwadi/ Rathnagiri etc. They have to depend on PUNE-ERS twice a week train!. If Maharashtra being the maximum contributor insists to connect Konkan region with Chennai, Bengaluru, Delhi and other parts, definitely Kerala's requests will take a back seat.

is the case with Karnataka, with 15% contribution, no link from Coastal regions to Delhi or up north locations. All the trains are originating from Kerala, and pass through Karnataka at odd hours.
Vasco in Goa does not have any connectivity to Mumbai or Delhi.
Kerala is asking for 2nd or 3rd train to Mumbai/ Delhi, whereas the first link itself is missing from many towns/ cities.
