even with waiting list tickets, but this applies to tickets bought from counters, not online. The Railways states that this rule against traveling on waiting list tickets isn't new, dating back to British rule, but has been poorly enforced. Now, they are looking to strictly enforce it. TTEs are authorized to move passengers with waiting list tickets to general compartments.

ka waiting ticket liya hai, to aap apne class mein safar kar sakte ho. Par agar online ticket hai, aur wo waiting mein hai, to uspe safar nahi ho payega. Railway ka kehna hai ki ye rule purana hai, British zamane ka, lekin properly enforce nahi ho raha tha. Ab isko strict enforce kiya jayega. TTE ko waiting list ticket wala passengers ko general compartment mein bhejne ka bhi authority hai.
