Public is not interested in which engine is hauling thier train i.e Electric or diesel.
Example is Dee-Jaipur route which still diesel, despite it has highly demand DD AC Express, Shatabdi Express running over that route.
DD could have followed NZM-Mathura-SWM-Jaipur High speed electrified route too.
But the demand is on unelectrified via rewari route.

more... route and also gzb-be-lko route is older than Katra, still are not electrified. Equally demanded as well. Demand is there almost everywhere, ultimately, it's railway's decision which route to electrify first.
