Maglev trains run on a totally different kind of tracks ( not on rails, but elevated corridors), so these infrastructure upgrades are only for future increase of MPS on these sections.
The Hyperloop project is actually in development in US now, but note that such projects have a very, very high initial capital cost, ( more than 10 times the cost of a conventional rail system) and though it is a very innovative idea, it is not suitable for Indian conditions with our high population density and different requirements.
