PQWL Pooled Quota WL - Maintained for pooled quota (starting station to end station). PQ is starting to end station quota, different from General quota, used to allot intermediate station passengers, preconfigured in system, which are not considered for GN, RS and RL quotas.
This is to "benefit" long distance passengers and "restrict" too many short distance passengers to "limited" berths under PQ.
