NWR was originally envisaged to include kota division also in addition to existing divisions, but Kota division was given to WCR when 6/7 new zones were created in a single stroke instead of actual requirement of 3/4 zones). After losing, the most vibrant division Kota (having plenty of BG mainline), the NWR was formed with majority of MG and slower rail lines and the loss making divisions. Even then a great improvement has been there in NWR with respect to its Operating ratio, freight loading and passenger traffic. OR of NWR is better than many zones and it was giving operational surplus when SR was giving operational losses. So NWR is not a failure zone. After 3-4 years, when western DFC is likely to be operational, and ADI-JP-Delhi line shall also be fully electrified and substantially doubled, the NWR shall get the much needed improvement in the quality of train...

It is not clear whether the reported survey was actually a survey specifically done to compare/rate zones. Or the given data relates to the appraisal marks scored by the GM NWR in last financial year against the parameters given by the Rly Board/ Rly ministry?? Most probably it should be appraisal marks for GM(NWR) which does not rate the quality of services provided by NWR (as compared to other zones), but rates the level of achievement of annual targets by GM(NWR) with respect to different paramaters having different weightage. Quality of reporting in these newspapers is well known.
