Fund allocation for the zone has nothing do in allotting LHB coaches. RB approves LHB coach allotment for trains based on proposals sent by the respective CDO/Divn/zone. The wait may be longer unless SR intervenes and prioritises LHB for this train just like what it did for Kerala express as its having 6 rakes. So, we need 6 LHB rakes and spare coaches. The general attitude of IR is to give LHB coaches for trains with lesser number of rakes and/or having RSA with some other trains to show increase in LHBfication on paper. Of course exceptions do exist due to political reasons and regional demands.
