Railways should introduce a feature specifically for intercity based trains or short distance running trains. In these trains there should be a system of on spot seat reservation system at counters where seats will be alloted basing on availability. Passengers will get a confirmed seat with seat number just few mins or hour before train arrival. This will reduce greatly attract passenger and mostly passengers who prefer bus than trains. Actually i have found a common mentality amongst some peoples who are quite hesitant for online booking or counter based advance booking of seats on trains. Even this will attract last moment travellers even as it will give them a confirmed bearth. In this way railways can attract more passengers on intercity based trains and railways can permanently cancel GS class on these trains.
