It seems like both WCR and SECR are not interested in forwarding proposals for this new section.
WCR it's understandable because they don't want their earnings to be diverted to SECR.
SECR is earning decent amount by freights in comparison to the operational costs. Not to mention that they have to approach to WCR for starting trains from Jabalpur.

Solution is either the section is handed over to WCR, or SECR create their own terminal in and around Jabalpur (like Chanda Fort in Balharshah) to originate the trains.
