If Railways closes or replaces existing shatabadi trains, it's rakes consisting of AC chair car (LSCZAC) and Executive AC chair car(LFCZAC) would lie useless. Intercity trains usually don't have more than 4 AC chair car coaches, and Executive AC chair car is used rarely outside Shatabdi/ Tejas trains like Jaipur DD & Steel Express. To prevent this wastage of rakes, Railways is not replacing existing shatabadi trains, but they would be replaced eventually as more VB rakes are produced.

The planners kept SAME DAY MAINTAINACE for Both Shatabadi & VB, as in their minds, the VB will eventually replace the Shatabdi and the Shatabdi will stop either when it's rakes retire or due to less patronage. Shatabdi on MMCT ADI section had a longer rake than the VB Rake, so it's replacement would have meant reduced capacity.
Railways must ban the production of LSCZAC AC chair car coaches, so for LHBfication, existing shatabadi trains can be replaced by VB trains.
