Yes, this is right in the case of Shatabdi and Intercities. We will see them slowed down and poorly maintained rakes allotted so that VBs stand ahead in comparison to them as a brand and public demand more of/switch to VBs ignoring their high fare, owing to lack of alternative options available.
But doing this for long distance regular SFs is a kind of misfire and a step ahead of its time( Sleeper variant of VBs are still a 2-3 years distant dream), denting its loyal travelers base, lest IR cares for them. Or if it wants them to switch to other modes, then the situation will prevail.
