Keeping in mind safety of common public and to reduce the casualties, IR should attach extra parcel vans on both side of all passenger trains running with ICF rakes, till the time they are converted to LHB rakes bcoz Despite the advent of new technologies like kavach/ACD or advance signalling system IR system is unable to cope up with increased freight traffic load.
This may sound quite medicore but all other safety mechanism installation speed is quite slow across various sections.

Dude the work culture in India is like if you work more than your official shift you are considered a hard working person otherwise a person coming and leaving work on time is looked down upon. Thats across private and government sectors. No one cares about efficiency going down due to fatigue.

There's only so much we can do. We need more trains, but we also need coal, we need goods transported. With the exploding population, fertile land can't be compromised in the name of expansion.

When you're rewarded for showing profits, and when everyone thinks their jobs are mere quorum, then quality takes a hit. More working hours, less time for rejuvenation and maintenance, means more chances of mishaps.

And then there's our public, half of us go by 'chalta hai' and other half wasn't taught that rules exist. So, we're in a tight situation. Where over-development can either help or bite us back.

Just gone through kavach or ATP anti collision technology and it works well in all three given scenarios of two trains running on same tracks, head on or back to back it activates when gap reduces below 350m.
So it would have had come handy in this situation

Then it should be installed across all heavy density traffic routes on priority basis.
Also VB production should take a backseat now and the goal of 100% LHB conversion trains should be given a priority now.
