petition stemmed from a PIL against construction by South Western Railways (SWR) and Rail Vikas Nigam Limited (RVNL) in the Vasco-da Gama area, which involved trespass onto church property. While the villagers raised concerns about the project, the High Court deemed permission from forest and wildlife authorities sufficient for the project, stating that double-tracking was a policy decision by the Indian government and shouldn't be challenged unless fundamental rights were violated. The Court also distinguished this case from the 2022 T. N. Godavaram case, which revoked approval for railway line doubling in a national park/wildlife sanctuary, as the current project doesn't fall within such protected areas. The Bombay High Court confirmed that SWR and RVNL weren't legally required to obtain environmental clearance from GCZMA.

Gaon walon ne project ke baare mein concerns uthaye, lekin High Court ne yeh mana ki forest aur wildlife authorities se permission project ke liye kaafi hai, aur yeh bhi kaha ki double-tracking Indian government ka policy decision hai aur isko tabhi challenge kiya ja sakta hai jab fundamental rights violate hote hain. Court ne yeh case 2022 ke T. N. Godavaram case se alag kiya, jisme national park/wildlife sanctuary mein railway line doubling ki approval revoke ki gayi thi, kyunki current project aise protected areas mein nahi hai. Bombay High Court ne confirm kiya ki SWR aur RVNL ko legally GCZMA se environmental clearance lene ki zarurat nahi hai.
