Because there exist a route. Any train from Jharkhand to Delhi will have to go through Uttar pradesh either via chopan or via ddu pryj or via ddu BSB lko. If DDU lost a weekly rajdhani then it won't hamper much but if it's diverted then it will do wonders for the neglected section.

more... late that people have yet to accept as this is route too for connecting Delhi and jharkhand and the irony is first train from Ranchi/Tata to Delhi ie Muri Express ran using daltonganj chopan route only. West jharkhand is deprived of trains and so the industrial belt of Singrauli / Sonbhadra lacks connectivity and premium trains most importantly . Hence this train is enhancing both region connectivity.
For instance Renukut is filling the rajdhani very good (using DTO GNWL) in terms of occupancy on every run 250+ people board from renukut and of them most are elites of PSUs and industrial giants like Hindalco, Grasim, Adani, Reliance , Jaypee.
I hope a SF train too should ply too and I would be much happier if Jharkhand sampark kranti frequency increased via DTO- RNQ with halts Ranchi- Lohardaga- Tori- Latehar- Daltonganj- Garhwa road- Nagar untari- Renukut- Chopan( technical halt) - Prayagraj- kanpur- Anand Vihar biweekly.
