Partial cancellation of Tatkal e-tickets is allowed but at least one passenger with ID card printed on ERS/VRM should not be cancelled. On cancellation of all the passengers whose ID card details is printed on ERS/VRM, all the passengers on that e-ticket will be cancelled.

This rule is enforced in Tatkal to cutout the misuse...In such cases its not possible to travel without the Person of whose ID is mentioned on the ticket,better for safe side mention two personnel IDs who will be travelling..
if we carry that person original id proof whoose no is printed on prs tocket and also we separately carry our own id proof can we then travel?
Whether they would accept it or not known better can check at Station/PRS whether such provision is allowed or have to book a fresh ticket...
