Commuters unhappy over choice of Perambur as Chennai’s fourth terminalPremium

Southern Railway is facing criticism for its decision to make Perambur the fourth railway terminal in Chennai. Many commuters and social activists believe Perambur is unsuitable due to inadequate infrastructure, traffic congestion, and its proximity to Basin Bridge station, which experiences similar operational challenges. They suggest alternative locations like Tiruvallur, Pattabiram,...

Arakkonam, or Royapuram, citing better infrastructure, land availability, and connectivity. The railway official justifies the choice of Perambur due to its proximity to Loco Works, Carriage Works, and the Integral Coach Factory, allowing for land utilization without acquisition. The official also emphasizes the need to accommodate 26-car rakes, which other options lack. Villivakkam was ruled out due to limited land availability. Despite previous considerations of Salt Cotaurs and Royapuram, Perambur was ultimately selected as a satellite terminal to Central due to land constraints and flood risk in the Central area.

Chennai mein chautha railway terminal banne ke liye Perambur ko chuna gaya hai, lekin is decision se kai log khush nahi hain. Commuters aur social activists ka kehna hai ki Perambur mein infrastructure kaafi kam hai, traffic bahut zyada hai, aur Basin Bridge station jaise problems bhi wahan hain. Unka suggestion...

hai ki Tiruvallur, Pattabiram, Arakkonam ya Royapuram jaise jagah pe terminal banaya jaaye. Unka kehna hai ki in jagah pe better infrastructure, land, aur connectivity hai. Railway official ka kehna hai ki Perambur isliye chuna gaya kyunki ye Loco Works, Carriage Works, aur ICF ke paas hai, jisse bina land acquire kiye terminal banaya ja sakta hai. Unka kehna hai ki 26-car rakes ko chalane ke liye bhi Perambur ek acha option hai. Villivakkam ko isliye reject kiya gaya kyunki wahan land kam hai. Salt Cotaurs aur Royapuram pe bhi socha gaya, lekin Perambur ko Central ka satellite terminal banaya gaya kyunki Central ke aas-paas land kam hai aur flood ka risk bhi hai.

By Perambur, they are actually referring to the Perambur Carriage Works station taking land off the Wagon and Carriage Workshop.

Metro is coming up at Vilivakkam and Perambur proper. This terminal will be sandwiched in between. Same story as SMVB again.

Tambaram is rather a success story, because it has done a great deal in decongesting the stations and lines at the heart of the city.

Trains from the south half empty out here. Even without metro connectivity, Tambaram is the gateway to the IT Corridor and South-East Chennai.

can save at least an hour by using the Bypass Highway to North/West Chennai instead of going all the way upto Egmore or Beach.

It has just the barebone essentials to operate outstation trains (a few originating trains, as of now) but it features among the top 5 stations in terms of passenger footfalls and revenue generation.

It was already a suburban rail hub since the colonial era, so it was kind of a natural choice as well there was a simultaneous interest and a good amount of coordination between Railways and the State government in facilitating subsequent developmental works.

ICF would be retained. The C&W Workshop would have to be relocated elsewhere as a consequence.

Beach station is occupied with South (and soon North) suburban trains. Royapuram (needs relocation of the loco shed) was considered, but then dropped.

Another

issue with Perambur Carriage Works would be what happens with the current suburban lines as they would be sandwiched between the current long-distance lines and the proposed terminal (which would have to come up on the southern side).

I get that. People from Western and Northern suburbs have options to commute via road (mainly the Bypass expressway connecting Tambaram-Porur-Maduravoyal-Madhavaram).

Would be preferable to navigating through city traffic to board from Egmore.

Yes, it would be going back to square one. With suburban trains waiting for signal and express crossing and vice-versa.

They are apparently planning for 5th and 6th lines between Perambur and Ambattur along with the Perambur terminal but don't see how that solves the problem or how it would even be possible given the scarcity of land.

The Perambur terminal might work, if the western line suburban trains are diverted to Beach as well.

In which case, they could just as well refashion the Moore Market suburban terminal and integrate it with Chennai Central and Basin Bridge yard to operate long-distance trains altogether.

Chennai
...

Central could become a mega terminal with some 15 PFs and could be supplemented my another mega-coaching depot at the Salt Coaters (ironically, was also considered as a possible site for the terminal) which is currently lying idle due to the suburban lines.

Or Avadi (an existing suburban railhead with a bus terminus nearby same as TBM) which has just about enough land for a few more platforms. Pit lines could be developed by acquiring land from the Avadi Police Commissionerate.

I was talking hypothetically. Instead of creating a new problem (Perambur terminal south of suburban lines) to solve the existing one, a better way would be just linking all suburban lines at Beach and making MAS a dedicated railhead for only long-distance trains.

Only disadvantage is It will reduce the number of goods/regular trains plying via MSB.

West-bound
...

regular Trains from MAS could halt at Perambur, Avadi, Tiruvallur etc. while North-bound trains could halt at Tiruvottriyur etc for passengers in the suburbs.

With Avadi, you have a chance to make it a multi-modal hub if the State government can be roped in. Ambattur has accessibility issues which can be solved by creating an entrance from the North with the CTH road.

The present suburban traffic had been restructured to originate the West Suburban lines at Central and North Suburban lines to Beach.

It's true what you've said about the West Suburban line. Functionally, a huge number of passengers from the West line cross over from MAS Suburban to Park Station (or Park Town for the MRTS line).

In

fact, same is the case for the north line but soon, all services would be routed to MSB and not MAS to eliminate the bottleneck at BBQ. This way the North line is connected to the South line at MSB. North-South is additionally supplemented by the Wimco Nagar Airport Metro Line.

The West-North connection (not that there is sizeable amount of traffic to warrant it) does not exist for suburban trains while a lot of long-distance trains can now bypass MAS in this arrangement. This system is bound to disrupt the flow of traffic for such a terminal and vice-versa.

Well, MAS is set to lose the North suburban trains to MSB in any case.

Axing the West line from MAS would make life difficult for commuters (myself including) without doubt. I would need to switch at Washermanpet metro to transit to MAS which would set me back by 10-15 mins and the additional metro fare compared to present.

But
...

diverting the west line as well would make Beach station a single point hub for all suburban lines and MRTS for connecting passengers. I've already touched upon what this would mean for the capacity of handling long-distance trains at MAS (only the station is saturated, and not the maintenance facilities at Basin Bridge yard). Plus, you can build another coaching depot at Salt Coaters in the east.

Phase 2 Metro would connect with current PER station and not this proposed terminal (same as BYPL and SMVB).

Ambattur agreed, but Avadi has definitely got space for at least 3-4 additional Platforms along with a large concourse on the CTH road (where there is also the Avadi bus depot) and by relocating the TN Police commissionerate campus for the coaching yard.

The intermediate stations are mostly barebones without watering facility or even a 2nd PF in several cases. There is no agenda on doubling as well.

Problem is that KR will not bother spending on developing infrastructure from its own revenue. It maintains the illusion of a separate railway zone but has nowhere near the basic operational capacity. Trains face some of the worst delays no matter the season and all gets brushed aside under emergency line block.

One reason Kerala got most of the long-distance trains is because they used to have the capacity, a lot of trains came when the KCVL terminal came into use. Once they maxed out, additional trains are being taken to CBE and TEN. Interior Gujarat gets foisted with these trains at the other end because of lack of capacity in the Mumbai-Ahmedabad section from where most of the traffic is.

KR had one coaching terminal in MAO (RN maintains a couple of passenger trains) and that was occupied by trains from the North.
...
Meanwhile SR saturates MAQ CDO with south-bound trains. Coastal Karnataka suffers from apathy from all sides.

Coastal Karnataka needs connection to North Karnataka but not one SWR train goes south of MAO nor does any SR train run east of MAO. A namesake exception would be the older Poorna Exp which is the only train which has somehow managed to still hold on against mighty odds (Monsoon timings, Braganza Ghat doubling, alternate bi-weekly SF train) amidst the inter-zonal cold war.

KR has regularly played spoilsport for new trains citing operational constraints every time and had only relented in cases where there was significant political pressure exerted.

KRCL does not get Union government funds through the railway budget allocation. All its projects are financed from its own receipts or long-term borrowings.

Indian Railway Zones get funds both from Ministry of Railway (More than 90%) as well as in the form of Capital investments from IRFC (Less than 10%) but there's no external debt involved.

30
...
years ago, KRCL did something exceptional by completing this line at break-neck speed while Zonal railways were taking decades to complete mere gauge conversion works. Now IR is doing better than what it was earlier and KRCL has fallen behind.

Right now, the management's focus is on freight revenue and not passenger segment. Nothing has happened in terms of infrastructure development.

KRCL is not a loss-making entity, it actually understates its profit (5000 cr revenue, 127 cr net profit last year) so it doesn't get absorbed by Indian Railway.

Even if the state government shares are bought back/transferred, Indian Railway will still need to pay off or agree in principle to clear the long-term bonds and debt of KRCL which is about 2-3 times the equity prior to acquiring or merging KRCL.

The Zonal change argument may hold water here.

The SBHR-MAQ passenger is received at the Bayline PF on priority while three trains (the crowded Kannur passenger, Pondicherry bi-weekly and 12686 MAS SF) all wait for line clearance as the passenger (a 5-coacher but a SR train) has to traverse from the Kankanady branch line to the other end of the Shoranur-Mangalore Central double line to get to the PF1 bayline.
...

Receiving the Gomteshwara Exp at PF 4/5 should require far less effort practically speaking. Short-terminating it at MAJN means no takers for the train at SBHR or KBPR who are forced to take the passenger, half an hour earlier.

Likewise, the extension of 12134 would not be favored by SR as it would further cannibalize the patronage of Matsyagandha.

Such blanket rejection (using the same excuse for the Bijapur special) is not done and SR should be taken to task here.

Changing the timings of Gomteshwara and running it on an opposite slot to the YPR KAWR Intercity (both becoming dailies) would be ideal.

On paper, Matsyagandha and 12134 (which could do with more coaches) doing a zone-swap would be perfect.

SR cannot continue to take things for granted and deny these requests any further. If the next batch of new trains from MAQ CDO are again focused on Malabar, that might just become the last straw.
