The CBI investigation revealed that the exam paper was prepared only in English, deviating from the norm of having it in two languages, and the Hindi translation was done by Upteck's confidential team after the English paper was sent to them. The scam was discovered when candidates like Balram Meena and Shiv Kumar, who scored 94 out of 100, were declared failed despite qualifying marks being 40 for general category, 30 for OBC/SC, and 25 for ST. Further investigation found railway employees taking the exam as candidates and acting as solvers for some. Bhup Singh and Jitendra Meena, who paid money to Prashant Meena, a railway employee, to obtain the paper, are still unidentified.

CBI ki investigation se pata chala ki exam paper sirf English mein banaya gaya tha, jabki do languages mein banne ka rule hai. English paper ko Upteck ne sent kiya tha aur unki confidential team ne Hindi mein translate kiya. Isse pehle, paper leak ho chuka tha. CBI ne dekha ki Balram Meena aur Shiv Kumar, jinhe 100 marks mein 94 marks mile the, unko fail kar diya gaya, jabki qualifying marks general category ke liye 40, OBC/SC ke liye 30, aur ST ke liye 25 hain. CBI ki investigation mein ye bhi pata chala ki kuchh railway employees candidates banke exam de rahe the, aur kuchh logon ke liye solvers ka kaam bhi kar rahe the. Bhup Singh aur Jitendra Meena ne railway mein kaam karne wala Prashant Meena ko paise diye the taaki unhe paper mil sake, lekin abhi tak unka pata nahi chala hai.
