It is not compulsory for every train to get 130kmph clearance. Based on several parameters, trains can be denied 130kmph.

Some prominent examples are:
•TATA-BXR exp over ASN-JAJ (this was the only train which ER didn't sanction)

•BGP, JYG, KOAA PNBE GR, Dumka-Patna Exp over JAJ-DDU mainline
•Shramshakti Exp, Ganga Damodar Exp
• Howrah-Jamalpur Express was cleared for 130kmph after 2yrs of getting LHB rake, whereas Kanchankanya Exp started doing 130kmph from Day1.

The primary procedure of getting 130kmph clearance are
1. To get CRS sanction.
2. Operating dept to examine whether a train requires 130kmph clearance (Trains like Shram Shakti Exp, Ganga Damodar Exp were not forwarded for GM sanction to prevent before time arrival)
3. To observe whether the train runs with ICF RA/Saloon Car. Example: Magadh Express not allowed 130kmph b/w DDU-NDLS , 13071/2 HWH-JMP Exp was not allowed at 130kmph for 2years due to having Saloon car daily (now cleared after relocating the Saloon Car to 13015/6 Kaviguru Express)
4. To get GM sanction/PCE sanction for nominated trains (attaching a circular of how it looks, you will find TATA-BXR Exp not allowed at 130kmph in 2nd phase of nomination)
5. To get the crew ready for highspeed run . Not all crews are cleared as Highspeed crew. (This is the reason why 22213/14 still runs at 110kmph on some days as Asansol HQ has shortage of HS crew)

The trains you mentioned were not found feasible at any level of the above criterias (as of now). In future they might be cleared.

Ok lot of thanks now it's clear to me it's really a long time question why some of the trains in ER ,ECR and NCR is not allowed to do 130.Even in WR trains like Saurastra Mail(having short distance),Paschim Express, Sayajinagri, Dadar-Bikaner Express , Kutch Express these all trains are not allowed even in NWR trains like Mandore , Ashram , Yoga are not cleared 130 . I have heard that Paschim doesn't have 130 TT. Ok many many thanks for clarifying the reason.Can you say why Brahmaputra mail,tata-jat and sbp-jat is not cleared for 130 in NCR?And even I have seen in SER and ECoR all trains are permitted for 130 but sometimes when trains are hauled by SRC WAP-4 or HWH/GZB WAP-5 they doesn't perform 130.Why these?

For trains over NCR, i.e BP mail, TATA/SBP-JAT, Lalgarh-Prayagraj, Triveni & others... the reason may be to prevent early arrival or simply to treat them as Non-SF type less priority train.

For trains to get 130kmph sanction, the Engineering & mechanical dept jointly has to conduct Two running tests. 1st is CRS monitored trial using OMS-2000 machine. If proven satisfactory, it is followed by 2nd test, called Osscillograph run (COCR). Usually there is no accurate guideline about the Power of COCR run. WAP4, another time with WAP7 . The clearance certificate mentions both WAP4 & WAP7/5 are suitable for 130kmph.
Now I'm not sure if SER used a WAP4 for its COCR, the existing videos shows WAP7. In such case either the Loco inspector verbally restricts the crew to go above 110kmph if WAP4 is attached. The same reason trains like RNC-HWH-PRR, PURI-SHM weeklies sometimes run at 110kmph.
