All those new (GS + SL) LHB coaches use in conversion of ICF train to LHB.
Agar new train chalayenge and conversion nahi hoga to kisi train ke accident ke din bahut gyani log ye kahenge ki inko LHB conversion karna chahiye ( jo unko lagta h ki ek din ka kaam h )

You mean to say that railway is able to manufacture coach for hamsafar and tejas easily but not for new trains?? Hamsafar ka to har mahine 1-2 naya rake ban rahe h
Actually you are taking the post in opposite sense
Humsafar coaches were going to replace Garib rath , but after controversy of Chennai GR, only those coaches are remaining for new trains.
Also you can't manufacturer every type of coach in single manufacturer set.
So on Tejas coach manufacture set, you can manufacture SL coach.
